The Office of the Ombudsman in the Visayas has ordered the Department of Public Works and Highways to stop the payment for P120 million worth of decorative street lamps installed in three Metro Cebu cities in December for the Association of Southeast Asian summit amid allegations that they were overpriced.
Santiago issued the order on Wednesday after last Monday’s clarificatory hearing, which showed that each lamppost, which cost P95,000, actually cost only about least P12,000.
The suspicion of irregularity was further boosted when Alviso admitted in last Monday’s hearing that the ones installed in Mandaue City cost several times more, about P224,000 each.

Lampposts installed by the Department of Public Works and Highways (DPWH) for the 12th Association of Southeast Asian Nations Summit in Cebu cost only P1,411 each, which is a fraction of the actual cost declared by officials in their financial reports, DZMM reported Friday.
Earlier reports said the lampposts cost only P11,000 and P33,000 each including installation fees.
Saavedra said the lamps’ declared price tag was P224,000 each in Mandaue City and P83,000 each in Cebu City.
Virginia Palanca-Santiago, Visayas director of the Office of the Ombudsman, said that according to Saavedra’s documents, other decorative lighting fixtures installed for the summit were pegged at P300,000 per unit in Mandaue City and Lapu-Lapu City.

According to the report, the papers show that the actual value of the P350,090 lamp is, get this, P3,626. The P325,916 lamp’s actual value is P2,009. The single-arm lamp that costs P314,698 is listed as actually costing P1,764 each.
